The rest carry “< 5” or nothing at all — a rule that protects the people behind small numbers, and leaves anyone adding the file up standing on a floor rather than a total.

What the file actually supports
Between 5,320

Add up only the published counts and you get 4,604. But 716 site-quarters are marked “< 5”, and every one of them is a real event the City declined to size. Read them all as one and the total is 5,320. Read them all as four and it is 7,468. Nothing in the file lets you choose between those, so this page does not.

Suspected non-fatal overdose events, 2018–2025
Suppression is not the City behaving badly. A count of two at a named twenty-bed shelter identifies people. The rule is right; the problem is that a file built under it cannot be summed, and it is published in a format that invites summing.

Includes residents of City-funded emergency shelters and hotel programs who died while active in the system or shortly after discharge. Excludes unhoused people dying outside the shelter system unless verified by TPH.
The two files are collected by different teams under different rules and are not linked at the record level. A shared peak year is a shared context, not a demonstrated cause.

The 69-site capacity baseline, 2017–2019
The denominator

The obvious next question is overdoses per bed. The only capacity file that names sites the same way covers 2017–2019 — 69 shelters holding 5,754 beds — and it carries a warning on every row saying not to use it as a current figure. The overdose file runs to 2025, through a pandemic hotel programme the baseline never contained. So the rate is not computed here.

Sites have opened, closed and changed operator since, and the pandemic hotel programme is not in it at all. It is used here as a denominator of record for the period it covers, never as a description of the shelter system today.

Every total drawn from it is a floor, not a count, and the site publishes the interval rather than a midpoint. Sites also open, close and rename between quarters, so a site absent from a year may have closed rather than reported nothing.
